I am proud to be the author of the 2022 Abortion Care Access Act, along with Baltimore Senator Delores Kelley.

I have spent my career fighting for the rights of the vulnerable. I am an Associate Member of the Maryland Legislative Latino Caucus, and former President of the Women’s Caucus. I support criminal justice reform, protecting voting rights, transgender rights, and the right to privacy. I have a twelve year voting record in support of civil rights and liberties, and I am proud of my legislative leadership on these issues.

I was a proud co-sponsor of the Marriage Equality legislation, and the lead Co-Sponsor of the Transgender Public Accommodations legislation. I served for four years on the Health Disparities Subcommittee and use an equity lens on all my healthcare work.

I have been recognized as a national leader for my innovative legislative work to advance women’s rights.

The Contraceptive Equity Act (2016), Consent in Sex Education (2018), the Legislative Anti-Harassment Bill and Abortion Care Access Act (2022) were groundbreaking feminist bills that garnered national media attention and become model legislation replicated by countless states. I have been honored for my work by national organizations including SEICUS, the Healthy Teen Network, and Ms. Magazine as a #MeToo Shero.

It’s been a privilege to speak on advancing women’s rights on national panels at the National Women’s Law Center, Pro Choice America, NOW, Brookings Institution and more. Over my career I have passed dozens of pieces of legislation large and small to ensure all women and girls have the ability to fulfill their full potential in society.
